How many keywords, title characters and meta characters recommended

I think that once I am accustomed to keyword mining, I have too many "effective keywords" (keywords used in the description).

But there must be a recommended limit to the keywords, meta description characters and title of the page.

Anyone able to put some light on this topic? Is it bad to have too many keywords?
